The piece may or may not have been authored by Ato Haile Mariam Desalegn. It bears his name but there is mention of a US-based lobby firm being involved in crafting the piece. The circumstances and timing that define and inform his appointment are far from being ideal or opportune. The country is deeply divided and unstable. The Provisional Constitution (PC) is in disarray and highly contested.
